Just Started P90 Phase1/2 question - Just two workouts?

I just started P90 and already completed the warm up week of 6 days fat burning express and then all 6 days of the first week of P90.

It seems that p90 is split into two general phases I/II & III/IV and you transition when you are ready.

My question is simple: is phase I/II really just the same two workouts(Cardio & Circuit)? I just do these two same workouts and that is all there is to it. Seems easy and a little boring.

I have some good results already though and just want to make sure these two workouts are the program.
