Not sure which level nutrition plan, 1 or 2.
I did about 80 days of P90x and had to stop to train for an athletic event that required more specific work. Anyways I experienced good strength gains but the physical changes were a bit lack luster. My chest definitely is more defined and slight ab muscles are showing but not much in the arms were developed. Maybe i didn't work hard enough or maybe it was because I didn't follow the nutrition plan strictly enough. I'm hoping to change that in round 2.

Anyways onto my question: My weight has not changed at all... not even after 80 days of P90X. I am 6ft and pretty skinny. On the scale I usually weigh 150 on the dot. Sometimes a little less in the beginning of the day and a little more at the end of the day (+/- 2 lbs). my weight puts me in between the level I (1800 cal) or level II (2400 cal) nutrition plan. My goal is to build muscle and drop some body fat. I am currently 12% body fat and I don't believe I will be able to get any kind of abdominal muscles to show with a body fat percentage that high. Should I be on the level 1 or 2 nutrition plan?

You say nothing changed in the first 80 days? What level did you eat at then?
